International Webinar on National Education Policy 2020: Future Road map for Education in India

The new National Education Policy (NEP) was approved by the Union Cabinet on July 29. It is the first such policy not only in the last 34 years but after independence of India. Inaugurating a conclave on Transformational Reforms in Higher Education under NEP organized by the UGC and MHRD, the Prime Minister Narendra Modi in his speech explained how NEP 2020 would make Indian students Global Citizens and would lead them into the 21st century. He also praised the policy of being helpful in structuring the thought process of the students. The policy would make the students future-ready and match the social and technological status of the world. It would help them match the global standards of education. PM Modi explained how the NEP focuses on ‘How to think’ as opposed to ‘what to think’ being followed by previous education models in India.

The NEP introduces a large number of changes in the education system from the school to college level, such as ensuring free education for all till the age of 18 (up to class 12), instruction in mother tongue till class 5, scrapping the 10+2 structure for a 5+3+3+4 structure in school education, no strict division between different fields, shift from rote learning to critical thinking, skill-based learning in school, single governing body for higher education institutes, 4-year UG programme, common test for undergraduate admission, multiple entry and exit options in higher education,  setting up a credit bank for higher education, research-focused and multidisciplinary higher education institutes, focus on teacher training, more focus on tech-based learning as the new normal etc.

Changing the pedagogical structure from a 10+2 system to a 5+3+3+4 system is in line with international educational practices. Skilling of each child during schooling will increase the importance of skills in the eyes of students and their employability. Education and assessment will both become more holistic now. Examinations will be held only in classes 3, 5 and 8, and a change is expected in the near future in the class 10 and class 12 board exam patterns as well. The transformational approach from a marks-based report card to a holistic evaluation is a future-ready shift.

In fact NEP focuses on the all-round development of students with emphasis on extra-curricular activities, music, arts and sports. The introduction of vocational learning and coding from 6th standard onwards would help develop students the skills required to grow in the modern world. Students can select subjects of their liking across the streams. Vocational education will start in schools from the 6th grade, and will include internships. Emphasis on critical thinking, creativity and stronger conceptual understanding will encourage students to become self-motivated learners.

Extension of RTE to 18 years of age will ensure a much bigger number of our population pursing higher education. All of these changes will boost multidisciplinary education which is more aligned with the global education system, and the process will continue even in higher education with all institutes set to become multidisciplinary and more focused on research. As PM explained, the prime focus of the New Education Policy is on the multiple exit option available to the students. The push towards making all institutions multidisciplinary is an excellent step as today all aspects of business and society are complex and multi-disciplinary in nature.

The increased focus on technology, digital empowerment of schools will encourage institutions to upgrade their technological infrastructure. The policy promises to develop online content in English, Hindi and regional languages.

Allowing Indian universities to set up offshore campuses as well as facilitating foreign universities to operate in India, will not only increase the quality of education, but also strengthen India’s position as a global education destination. The top 100 foreign universities will be setting up campuses in India which will again boost a global view towards education.

Public and private higher education institutions will be governed by the same set of norms for regulation, accreditation and academic standards. A single regulator for higher education will ensure that higher education institutes can start offering multi-disciplinary courses as per the choice of the student. The Council will function as the common, single regulator for the higher education sector including teacher education. This will go a long way in evaluating and revisiting the learning outcome in higher education. The presence of a single regulator will remove uncertainties in educational policies.

NEP recognizes and respects the different capabilities of the students. This is the central focus of it. While curriculum and teaching are central to educational quality, the focus is students’ experience in learning. The policy would bridge the gap between technology and education in India. Innovation and Adaptation are the values that must commence from the colleges in India. NEP also advocates maximum autonomy to the institutes. As PM also said, quality education is required in India and the institutes who provide better education require autonomy. Government will phase out the affiliation of colleges in 15 years and a stage-wise mechanism is to be established for granting graded autonomy to colleges.

According to Dr. Ramesh Pokhriyal Nishank, Union Cabinet Minister for Education, Government of India, NEP will establish India as a Vishwa Guru & take our education system to new heights. It will help the nation garner international prominence & also equip students with world-class skills. It provides excellent opportunity to pursue the courses in India at a fraction of the cost in Europe / USA / Canada / Australia. NEP proposes the enhancement of learning and critical thinking with a greater focus on experiential learning.

NEP takes care of the dignity of teachers as well, said the PM. NEP also focuses on teachers training because “when a teacher learns, the nation leads,”. The talent of India must stay in India. Higher Education institutes need to lead the others to a better education system.

Any policy’s effectiveness depends on its implementation. The NEP is ambitious and futuristic but much of its success will depend on how it is executed. The NEP rightly recognizes that such implementation will require multiple initiatives and actions, which will have to be taken by multiple bodies in a synchronized and systematic manner. This Policy unequivocally endorses and envisions a substantial increase in public investment in education by both the Central and State Governments. The Centre and the States will work together to increase the public investment in Education sector to reach 6% of GDP at the earliest. Timely infusion of human, infrastructural, and financial resources at the Central and State levels will be crucial for the satisfactory execution of the Policy. This is considered extremely critical for achieving the high-quality and equitable public education system, that is, in fact needed for India’s future economic, social, cultural, intellectual and technological progress and growth.

But how the government will deliver on its promise of spending 6% of the GDP on education? The basic concern to execute the NEP is availability & timely infusion of requisite resources. Implementation of the spirit and intent of the Policy will be the most critical matter but poor basic educational infrastructure and lack of efficiency & commitment in leaders and officials to execute the policy are also big hurdles. Would the self-resource generation by public institution and large scale private participation in education be focused to fulfill the objectives?

The draft NEP is based on the foundational pillars access, affordability, equity, quality, and accountability. Will it be possible to implement the new NEP on these pillars?
